Early Learning: The Role of State Support Teams

Improving Results for Young Children

State Support Teams are committed to improving results for young children in preschool through grade three. State Support Teams provide early learning and school readiness support that is focused on compliance and high-quality instruction through technical assistance and professional development.

The State Support Team Region 1 provides support for building, district and community schools as they implement the Ohio Improvement Process (OIP). The teams also assist in the utilization of Ohio's Early Learning Program Guidelines (ELPG).

Specialized Work

The State Support Team Region 1 provides support for early learning program administrators and educators as they implement research-based instructional strategies, differentiated instruction, and strategic teaching methods for department-approved courses.

The State Support Team Region 1 provides support for early learning program administrators and educators as they administer Ohio Department of Education (

  • Get it, Got it, Go! (GGG);
  • health and developmental screenings, as outlined in ELPG;
  • the Kindergarten Readiness Assessment-Literacy (KRA-L);
  • Ages and Stages-Social Emotional (ASQ-SE);
  • Early Childhood Outcomes (ECO) summary form; and
  • other department-selected instruments that determine child outcomes and progress.

The State Support Team Region 1 ensures early learning and child care programs develop, coordinate and implement an early learning plan to assure a free appropriate public education (FAPE) in the least restrictive environment (LRE).

The State Support Team Region 1 supports district and Head Start personnel regarding the Itinerant Consultative Model as service delivery options for LRE

The State Support Team Region 1 assists in program evaluation including the administration of the Early Language and Literacy Classroom Observation (ELLCO) for district operated programs to ensure quality as determined by ODE.

The State Support Team Region 1 supports district leadership teams (DLTs) as they facilitate connections among districts and early childhood programs, including training in use of the Early Learning-Primary Assessment Data workbook and Ready Schools Resource Guide, and Special Quest approach to inclusion.
